NP – August/September update

August/September Update

The two task groups continue their work on finalising our two key policies.

  1. Housing Policy

Work has been completed to identify Mursley’s settlement boundary.

A call for sites letter has been issued and a response has been received from 12 interested parties.

These will be the subject of an independent assessment and report conducted by AECOM a specialist organisation. As well as suitability, the process will ask:

– how does each fit with the results of our NP questionnaire?

– what other Parish benefits might be brought by the offer of the site?

  1. Environment Policy

A substantial amount of research has been undertaken across a wide variety of topics enabling a clearer definition for policies in this area.

The key policy areas emerging are:

  1. a) protect key landscape characteristics and view
  2. b) conserve and enhance biodiversity
  3. c) protect, enhance and where possible extend the rights of way
  4. d) increase the area of accessible green space and add one local green space
  5. e) heritage assets, housing design solutions & character areas

YOUR OPPORTUNITY TO CONTRIBUTE:

We anticipate that in late October/early November we will be inviting the Parish to a number of consultation sessions where the opportunity will be created for Parishioners to:

  1. Comment and give their views on the Call for Sites exercise
  2. Contribute to finalising the Housing & Environmental Policies on display
  3. Make the connections from the original NP Questionnaire to where we are now

The two task groups are finalising the two priority policies identified in the NP questionnaire report.

  1. Housing Policy

Work has been completed to identify Mursley’s settlement boundary.

A call for sites letter has been issued and a response has been received from 9 interested parties. These will be the subject of an assessment process which encompasses:

  1. a) an independent report
  2. b) community assessment – how does each fit with the results of our questionnaire
  3. c) community benefits – what other benefits might be brought by the offer of the site

Work is also progressing with this task group on actual housing numbers and ensuring a link with other NP policies and objectives(see below)

The two task groups have started work on developing the priority policies identified in the NP questionnaire report. Their initial briefs are as follows:

  1. Housing Policy

Topics: Mursley’s settlement boundary, a call for sites from local landowners, housing numbers and ensuring a link with other NP policies and objectives

  1. Environment Policy

Topics: landscape, heritage, design policies, local assets and the historic environment and ensuring a link with other NP policies and objectives

As part of Task Group 1’s activity we will be issuing a call for sites

Call for Sites

Although the views of those completing the questionnaire were in support of only limited development during the period covered by this Neighbourhood Plan, some sites, in addition to some degree of infill development, will be needed to accommodate even limited growth.

The guidelines governing the preparation of Neighbourhood Plans suggest that in Villages such as ours any development needs to be restricted to sites immediately adjacent to the current Village settlement boundary. As part of our Plan we need to identify potential and suitable development sites that the current owners of such land might be prepared to offer for development. If you believe you own or have an interest in land adjoining Mursley Village and might want to offer all or part of that land as a possible site for housing then please contact Kym Bartlett on 01296 720177 to request further details.

The latest date to contact Kym is Saturday 25th May 2019

The Steering Group will be shaping the final Plan in readiness for approval by the Parish, our external Assessor and AVDC.

NP April 2019 – update

Mursley’s Neighbourhood Plan Steering Group

“Acting today for a better tomorrow”

April Update

Your Steering Group has started work with our planning consultant. Our first task; to identify where Mursley’s NP will fit into both the Government’s National Planning Framework and the Vale of Aylesbury local plan.

The feedback from your NP Questionnaire made it very clear that whilst there might be several objectives for us to consider, the key themes where we needed to concentrate the development of our Policies on were Housing and the Environment.

We have formed two task groups to begin work on developing these themes and producing clear objectives and policies for the Parish. There will be other objectives and policies to tackle too.

This work will take us through into the Summer when we anticipate being able to share with the Parish a draft of these and other policies which will form the basis of our Parish Neighbourhood Plan.

The Steering Group will be shaping the final Plan in readiness for approval by the Parish, our external Assessor and AVDC.

NP – March Update

The results of the NP Survey have now been published and can be found under the “Documents” section of this website.

A spreadsheet showing all qualitative (additional comments) feedback from the recent Survey will also be made available on this site after the Steering Group have had a chance to review and discuss its content.

We move on now to work with our Planning Consultant, Neil Homer, with a Workshop on the 6th March to consider:

  • Planning Policy context (VALP/HELAA & the 2018 NPPF)
  • Mursley’s Survey headlines
  • Mursley’s NP Policy themes
  • Our Project Plan taking us through to completion in November 2019

NP – January update

The Neighbourhood Planning Questionnaires have been returned with all submissions included in the final analysis.

We had 127 returns from a total of 277 households. In the words of our specialist consultant … ” a wonderful return”

We are now planning how to share feedback and will be arranging an Exhibition to be held in the Village Hall:
